Main Roads WA, Tonkin Highway Extension Offset Strategy, Biological Assessments of Rehabilitation Sites and Rehabilitation Plans (2024-2025)

FVC was engaged by Main Roads to prepare an Offset Strategy to address the significant residual environmental impacts associated with the proposed Tonkin Highway Extension (THE).  The strategy was developed as part of a Section 45C amendment under the Environmental Protection Act 1986, with all works delivered within a compressed timeframe to meet Main Roads’ submission deadlines.

FVC applied the Western Australian Environmental Offsets Metric to quantify the conservation value of proposed offset sites and assess their adequacy in compensating for the project’s residual impacts.  The strategy involved the evaluation of four offset sites, collectively designed to counterbalance 100% of the significant residual impact associated with the proposed amendment.

Main Roads had identified several potential revegetation sites for use as environmental offsets.  To determine their suitability and support the broader offset strategy, these sites required detailed ecological surveys and the preparation of revegetation plans.  FVC undertook comprehensive surveys and successfully developed site-specific revegetation plans tailored to the ecological characteristics of each location and aligned with project and regulatory requirements.

As well as for the Tonkin Highway Extension project, FVC has provided ongoing support to Main Roads in the development of multiple offset strategies under both State and Commonwealth legislation, including the Environment Protection and Biodiversity Conservation Act 1999 and Native Vegetation Clearing Permits.
